Frode A. Berntsen has extensive experience in petroleum law, compliance and sanctions.
Frode’s main subject matter is petroleum law, regulatory and compliance advisory and international law. In addition he covers M&A, in particular for sectors subject to extensive regulation.
His international work relates to advice to governments on regulation of the upstream and midstream petroleum sector, including policy advice. The advisory includes HSE and environmental issues, as well as international law. He has worked for numerous governments in Africa, Asia, Middle-East, Europe and Latin-America. Much of the work has been carried out following competitive selection by Norwegian petroleum authorities under the Oil for Development programme.
In addition he provides advice to Norwegian regulatory authorities and licensees on petroleum law matters and HSE in relation to activities on the Norwegian Continental Shelf. He also provides legal advisory to Gassnova on legal issues pertaining to Carbon, Capture, Storage and Transport.
Frode has thorough knowledge on sanction matters under EU and Norwegian legislation.
