Trine Vabog is an expert in ICT contracts and ICT procurement.

Trine has worked with ICT procurement and ICT contracts for 20 years. She has extensive experience in the preparation, negotiation and management of large and complex ICT contracts and ICT procurement of any kind, including the acquisition of cloud services, and she has experience from the ICT industry, for customers as well as for providers.

Trine has extensive experience and qualifications in and understanding of the ICT area. She has worked as project manager and chief negotiator for ICT procurements, and assists clients in public as well as in private sectors. Her scope covers private and public procurements, including internal procurement routines, ethics and competence control, as well as project management/chief negotiator, drafting and negotiations of contracts, and data protection.

Trine has extensive experience in assisting and advising in relation to general clarifications with regard to choice of contract(s), contract models and steering models with regard to preparation and implementation of procurements, including assisting and advising in relation to securing appropriate qualification and award criteria. She is experienced in making tender documentation and the quality assurance of such, to ensure proper and consistent tender documentations. For public procurements, central parts of the assistance consist of planning, assisting and advising with regard to the argumentation and appeal process following the award of contracts. The objective is to avoid disturbing processes (and the worst-case-scenario: to lose the case in KOFA/the courts). Therefore, Trine attach much importance to compliance with the procurement rules, but also utilisation of the possibilities given in the legislation.

She takes part in the development of ICT contracts for the Norwegian Computer Society, and she has for a number of years worked thoroughly with various types of the governmental standard agreements. In the projects where Trine has been involved, the contractors have been larger international companies. Accordingly, she is acquainted with how such companies act in tender and negotiation situations.
